- 1 cup orzo pasta, uncooked

- 1/3 cup white apple vinegar
- 4 garlic cloves, grated
- 1 shallot, finely diced
- 2 tablespoons butter
- 2 tablespoons flour
- 1 teaspoon lemon zest
- 1/2 teaspoon black pepper
- 1/4 teaspoons salt
- 3 oz jar of capers, drained
- 1 tablespoon olive oil

- Prepare the Fried Capers: Heat olive oil in a small pan over medium heat. Add drained capers and cover with foil. Cook for 5 minutes, stirring occasionally. Transfer to paper towels to drain excess oil.
- Cook the Base: In a Dutch oven, melt butter over medium heat. Add diced shallot; cook for 2-3 minutes until softened. Stir in grated garlic and flour; cook for 30 seconds.
